9月25日，《中共中央国务院关于全面实施预算绩效管理的意见》正式公布。

　　China is aiming to establish a performance management system for budgets at various levels of government in the next three to five years to enable better budget management and policy implementation, according to a guideline published on Tuesday.

　　25日发布的意见指出，我国力争用3至5年时间基本建成覆盖各级政府的预算绩效管理体系，提升预算管理和政策执行能力。

　　意见要求，完善全覆盖预算绩效管理体系，各级政府将一般公共预算（budgets for general public finance）、政府性基金预算（budgets for government managed funds）、国有资本经营预算（budgets for state capital operations）、社会保险基金预算（budgets for social insurance funds）全部纳入绩效管理。

　　意见提出要构建全方位预算绩效管理格局（all-round budget performance management system）：

　　实施政府预算绩效管理（performance management of government budgets），将各级政府收支预算全面纳入绩效管理（covering revenue and expenditure of governments at all levels），提高保障和改善民生水平，确保财政资源高效配置，增强财政可持续性；

　　实施部门和单位预算绩效管理（performance management of department and institution budgets），将部门和单位预算收支全面纳入绩效管理，推动提高部门和单位整体绩效水平；

　　实施政策和项目预算绩效管理（performance management of policy and project budgets），将政策和项目全面纳入绩效管理，综合衡量政策和项目预算资金使用效果，并对实施期超过一年的重大政策和项目实行全周期跟踪问效，建立动态评价调整机制。

　　意见还明确硬化预算绩效管理约束（strengthen constraint on budget performance management），财政部要完善绩效管理的责任约束机制，地方各级政府和各部门各单位是预算绩效管理的责任主体。项目责任人对项目预算绩效负责，对重大项目的责任人实行绩效终身责任追究制（heads in charge of key projects will take lifelong responsibility for budget performance），切实做到花钱必问效、无效必问责。
