《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》3日公布。这份引领未来5年我国发展的纲领性文件里，不仅有关乎国家发展的重要政策，也包含了不少实实在在的惠民政策，下面就让我们一起盘点这些“接地气”的民生亮点：
1. 公共服务(Public Service)：让人人共享发展成果
《建议》摘要：坚持普惠性、保基本、均等化、可持续方向，从解决人民最关心最直接最现实的利益问题入手，增强政府职责(responsibilities of government)，建立更高效的公共服务(more efficient public services)。
2. 扶贫攻坚(Poverty Relief)：让7000多万贫困人口全部脱贫
《建议》摘要：我国现行标准下农村贫困人口实现脱贫(get rid of poverty)，贫困县全部摘帽，解决区域性整体贫困。
"Eliminating poverty in rural areas is the most difficult challenge to building a moderately prosperous society," said Xi.
习近平表示，农村贫困人口脱贫是全面建成小康社会最艰巨的任务。
To this end, the government plans to issue poverty-relief policies and improve infrastructure in rural areas, including roads, access to water, power and Internet.
政府计划通过扶贫政策，改善农村道路、取水、电力、网络等方面基础建设，解决这一问题。
3. 教育公平(Equal Education)：让每个孩子享有平等的受教育权
《建议》摘要：普及高中阶段教育，逐步分类推进中等职业教育(secondary vocational education)免除学杂费，率先从建档立卡的家庭经济困难学生(students from poor families)实施普通高中免除学杂费(exempt tuition and fees)；
我国将通过提高教育质量(enhence the quality of education)，推动义务教育均衡发展(promote a balanced development of compulsory education)，普及高中阶段教育(make senior secondary education basically universal)，实现家庭经济困难学生资助全覆盖，促进教育公平。
4. 就业创业(Employment and Entrepreneurship)：让人们的工作前景更光明
《建议》摘要：坚持就业优先战略，实施更加积极的就业政策(more proactive employment policy)，创造更多就业岗位，着力解决结构性就业矛盾。完善创业扶持政策(aid system for job seekers)，鼓励以创业带就业，建立面向人人的创业服务平台(service platform for entrepreneurship)。
5. 大病保险(Critical Illness Insurance)：让人们不再“因病返贫”
《建议》摘要：全面实施城乡居民大病保险制度(critical illness insurance system)。通过多种方式降低大病慢性病(chronic disease)医疗费用。改革医保支付方式，发挥医保控费作用。改进个人账户，开展门诊费用(outpatient expenditure)统筹。

6. 全面两孩(Two-child Policy)：让人口发展更均衡
《建议》摘要：全面实施一对夫妇可生育两个孩子(all couples to have two children)政策；积极开展应对人口老龄化(aging of population)行动；全面放开养老服务市场(elderly care service)。
"全面二孩政策"(universal two-child policy)是继2013年，十八届三中全会决定启动实施"单独二孩"政策(two-child fertility policy for couples where either the husband or the wife is from a single-child family)之后的又一次人口政策调整。
近年来，我国人口总量增长势头明显减弱，老龄化程度不断加深。十八届五中全会决定全面实施一对夫妇可生育两个孩子政策，积极开展应对人口老龄化(aging of population)行动，促进人口均衡发展(improve the balanced development of population)。
7. 户籍改革(Reform of Household Registration System)：让群众公平享有合法权益
《建议》摘要：深化户籍制度改革(execution of changes to the household registration system)，促进有能力在城镇稳定就业和生活的农业转移人口举家进城落户，并与城镇居民有同等权利和义务。实施居住证制度(residence permit system)，努力实现基本公共服务常住人口(permanent population)全覆盖。
Citing a national plan on urbanization for the 2014-2020 period, the document said by 2020, about 45 percent of the whole registered population will be living in urban areas.
根据《国家新型城镇化规划(2014－2020年)》，到2020年，户籍人口城镇化率达到45%左右。
8. 改善生态(Improving the ecological environment)：让人人在蓝天下呼吸
《建议》摘要：坚持绿色富国、绿色惠民，为人民提供更多优质生态产品(ecological product)，推动形成绿色发展方式和生活方式(green development and living models)，协同推进人民富裕、国家富强、中国美丽。
The proposals promised that China will wage an "energy revolution," by ramping up the exploration of clean, safe resources to replace coal and other fossil fuels.
《建议》指出，通过增加对清洁能源和安全能源替代煤及其他化石燃料的探索，我国将进行一场“能源革命”。
The country will continue to develop wind, solar, biomass, water, geothermal and nuclear energy, as well as explore deposits natural, shale and coal bed gases.
我国将继续开发风能、太阳能、生物燃料、水、地热和核能，并探索对自然沉积物、页岩及煤层气的利用。
