十九大新闻中心10月22日上午举行记者会，介绍满足人民新期待，保障改善民生有关情况。教育部党组书记、部长陈宝生在会上介绍了十八大以来，我国教育事业取得的成果，并表示会向百姓送出高中普及、化解“择校热”等四大“教育红包”。

 

China is expected to take the lead in education globally and become one of the most popular overseas study destinations for foreign students by 2049, the centennial of the People's Republic of China, Education Minister Chen Baosheng said on Sunday.

教育部部长陈宝生10月22日表示，2049年，中华人民共和国成立一百年的时候，中国将引领世界教育发展的潮流，成为世界上人们最向往的留学目的国。

 

 

 

十九大报告提出要“优先发展教育事业”，明确表示：

 

“建设教育强国是中华民族伟大复兴的基础工程，必须把教育事业放在优先位置，加快教育现代化，办好人民满意的教育。”

"Strengthening education is fundamental to our pursuit of national rejuvenation. We must give priority to education, speed up its modernization, and develop education that people are satisfied with."

 

陈宝生说，党的十八大以来，我国教育事业有了很大的发展（China has made great leaps during the past five years）。教育结构调整（education structural adjustment）取得了很大的进展，在地区布局、公平（regional education layout and equality）方面有了进展，在质量（education quality）方面也有了提高。

 

陈宝生说，下一步，我们的任务就是研究教育领域不平衡不充分（unbalanced and inadequate development in education）的表现形式，抓主要矛盾（dealing with the principal contradiction），主动回应人民群众对教育的新期待，落实好十九大精神，办好人民满意的教育，给老百姓送出一串红包。

 

第一个红包：到2020年，学前教育（即幼儿园）毛入园率（the gross enrollment rate of preschool education）要达到85%，普惠性的幼儿园要占到幼儿园的80%以上。

 

第二个红包：义务教育阶段（compulsory education），主要是均衡发展，标准化发展（balanced and standardized development），一体化发展（integrated development），着力化解“择校热”、“大班额”。到2020年，大班额必须完全消除。解决学生学业负担过重的问题，特别是要化解好学校减负、校外增负的问题。

 

第三个红包：全面普及高中阶段教育（make high school education universal）。“我们正在打高中阶段普及攻坚战，到2020年，高中阶段毛入学率达到90%以上。高等教育毛入学率达到50%。”

 

第四个红包：研究出台加强教师队伍建设（improve the ranks of teachers）的意见，制定相关的政策措施，调动教师从事教育的积极性。
